Why catalogs matter more here than in normal retail
Someone who is incarcerated cannot browse a website. In most cases the only way they learn what is available is a printed catalog that reaches them through the mail or a listing on a facility tablet.
That creates an unusual split. The person who wants the food cannot shop, and the person who can shop often does not know what the other person wants. Most orders start with an incarcerated person seeing something in a catalog and passing the vendor name to a family member during a call or visit.
It also means catalog reach, not price or selection, often decides which vendor a family uses.
The three formats
Printed catalogs
Physical catalogs mailed into facilities. They reach people who have no tablet access and require no funds to view. Under Directive 4911, printed materials are subject to media review under Directive #4572, and materials received from other than a publisher or approved distributor may be held up to six days for security inspection.
The limitation is cost. Printing and mailing thousands of catalogs is expensive, which is why smaller vendors often cannot compete on this channel even when their pricing is better.
Tablet listings
NYS DOCCS runs a tablet program governed by Directive #4425. Tablets operate on a closed network, which means an incarcerated person cannot simply open a vendor’s website — content has to be distributed through the tablet provider’s own systems.
That closed network is why a link sent in a message does not work. Anything a person can read on a tablet got there through an approved content channel.
Vendor websites
The format families actually use. Ordering happens here regardless of where the incarcerated person first saw the product, because the family member is the one placing and paying for the order.
This is also where the most current information lives. Printed catalogs go stale the moment a product is discontinued or a rule changes; a website does not.
What to check in any catalog before ordering
A catalog listing a product does not guarantee the product clears the package room. Vendors sometimes list items that fail Directive 4911 specifications, and the loss falls on you, not them.
Check for:
- Sealed packaging. Food other than fresh fruit and vegetables must be in airtight, hermetically sealed containers — heat-sealed plastic or vacuum-sealed pouches. Paper, film, and foil seals do not qualify.
- No glass or cans.
- Size limits. Beverages and dry mixes cap at 32 oz each. Pouched food at 16 oz. Condiments at 16 oz, hot sauce at 7 oz.
- Prohibited ingredients. No alcohol, creatine, protein or vitamin enrichment, energy products, poppy seeds, or marshmallows. Nothing over 3,600 Scoville units.
- Weight. Three food packages per month, 40 pounds combined. A catalog will happily let you exceed it.
- Value. Anything over $30 needs the vendor’s printed invoice included in the shipment.
How to get a catalog to someone inside
Ask the vendor whether they mail catalogs, and confirm the person is at a facility that receives them. Because catalogs are printed material, they pass through media review and may be delayed.
A practical alternative many families use: browse the vendor’s website yourself, then go through categories on a call. It is slower than handing someone a catalog, but it is immediate and always current.
Why catalog selection varies so much
Directive 4911 governs ingredients, packaging, preparation state, and quantity. It says nothing about cuisine or dietary practice.
Caribbean staples, Spanish and Latin foods, halal-suitable items, and vegan products are all permitted provided they meet the same sealing and ingredient rules as anything else. Ground provisions fall under the fresh vegetable rules.
So when a catalog carries only generic commissary-style snacks, that is a stocking decision, not a rule. If the person you are sending to eats a particular way, the catalog is your constraint — and it is worth checking several.
